Prepared by South-East European Research Centre (SEERC), its methodology draws upon the concept of Social and Behavioural Labs, an approach to addressing complex societal problems, i.e., problems whose solution is not confined within the locus of control of any single organization but requires, instead, interaction among a range of different stakeholders.
